Jasmine D. Parker (she/her), is a visionary strategist who assists organizations by interrogating and enhancing organizational culture, expanding employee engagement, equity, and promoting belonging for the sustaining of transformative change. She is an award winning leader, and is also the owner of Parker Educational Consulting, LLC, a DEIB, cultural competency, strategy and education firm supporting mid and large companies & nonprofits in various industries.
Throughout her career, Dr. Parker has designed and executed organizational DEIB efforts at various institutions of higher education as guided by KPIs, provided counsel to senior leaders and chief executives across industries, and has contributed to the national conversation on community, belonging, equity and leadership in various publications and speaking engagements. She was the 2019 President’s Excellence in Diversity & Equity award recipient at Texas Tech University, a 2020 Berklee Recognition and Acknowledgement of Staff Support award recipient, and a 2022 Dallas College Sustainability STARS Leadership award winner for leadership and contributions made in diversity, equity & inclusion.
Currently, she serves as the senior employee and cultural engagement leader for the Dallas College system where she strategizes pathways to enhance organizational structure, employee and leadership support through research-backed practices. She developed the system’s culture and engagement framework, initiatives, priorities, and strategic plan. She also devised the employee recruitment strategy, upgraded learning & development offerings, strengthened onboarding, and enhanced employee relations. Parker also oversees the organization’s Employee Resource Group portfolio. Most recently, she served the Dallas College system as its senior Diversity, Equity, & Inclusion leader where she designed and launched the organization’s DEI framework.
Prior to these roles, she served as the global director of Diversity and Inclusion for the Berklee College system where she collaboratively pioneered the system’s action plan to address systemic racism. In her tenure, Berklee was awarded the 2021 HEED honor (Higher Education Excellence in Diversity award by Insight into Diversity).
A servant leader, she shares her knowledge as a devoted professor and mentor to many. As an educator with 13 years of higher education teaching experience, she has instructed undergraduate and graduate courses in education law & policy, history, leadership, curriculum & instruction, and teacher education.
She earned her Ph.D. in education policy, organization, & leadership with emphasis in equity, access, law and history of education from University of Illinois at Urbana-Champaign, a Master of Arts in education policy with focus in constitutional law also from Illinois, and a bachelor’s degree in history with minor in sociology from Prairie View A&M University. She completed legal education at Indiana University-Bloomington: Maurer School of Law.
In addition to her professional work, Dr. Parker has served on the Board of Directors for the Texas Diversity Council (2021-2023), and presently serves on the Public Broadcasting Station- KERA Community Advisory Board (2016-2024), the Board of Trustees for Educational Opportunities (a Dallas-based college scholarship foundation), the Board of Directors for Mosaic Family Services (a human rights/humanitarian resource), volunteers with her alma mater, Prairie View A&M University, in support of student recruitment and donor stewardship, and enjoys traveling, visiting museums, reading, and spending time with family and friends.
